Ottawa River Power Corporation (ORPC) is committed to providing clear and efficient processes for connecting non-residential Electric Vehicle Supply Equipment (EVSE) to our electricity distribution system. The following procedures reflect the latest requirements in accordance with the Ontario Energy Board’s Electric Vehicle Charging Connection Procedures (EVCCP).

Examples of Non-Residential EVSE

  • Publicly accessible direct current fast charging stations
  • Workplace charging
  • Commercial EV fleet charging stations
  • Multi-unit residential or commercial building charging stations (owned or operated by the building owner or a third-party)

EVSE Connection Procedures

The following outlines the steps applicants must take to apply for an EVCS connection. For additional details, including flowcharts and timelines, please refer to the ‘Electric Vehicle Charging Connection Procedures’ document available at the bottom of this page.

1. Preliminary Consultation

Customers who are uncertain about committing to EVSE installation or selecting a specific site may request a Preliminary Consultation by submitting an EV Preliminary Consultation Information Request (EVPCIR) form. This form is available in the documents section below or as a hard copy from our office.

ORPC will respond within 15 days with a Preliminary Consultation Report (EVPCR), which provides high-level feasibility insights. A meeting may be requested by either party during or after the report to discuss any issue with the EVPCIR.

Note: The EVPCR is for informational purposes only and does not reserve capacity for the connection.

If you’ve already selected your EVSE site, the preliminary consultation may provide limited benefits and may extend the overall connection process.

2. Submit a Connection Request

When you’re ready to proceed, submit your EVSE connection request online through ORPC’s website.

3. Distributor Review

ORPC will review the information submitted in your EVSE connection request and will confirm within 15 days whether additional information is required.

4. Offer to Connect

ORPC will provide an initial Offer to Connect based on submitted plans. This will include information regarding costs that you will have to pay and may vary based on the specific work required to accommodate your request.

Capital Contribution

If a distribution system enhancement or expansion is needed, ORPC will conduct an economic evaluation to determine the capital contribution required.

Alternative Bid Option

Customers may use qualified contractors for eligible work, provided facilities are transferred to ORPC upon completion. See Section 2.1.3 of ORPC’s Conditions of Service.

Expansion Deposit

An expansion deposit may be required based on forecasted revenues, calculated using the economic evaluation model.

5. Connection Agreement and Project Deposit

All customers must sign a connection agreement and pay a project deposit (if applicable).

6. Project Development and Construction

After all agreements are signed and deposits paid, ORPC will work with you to work towards the connection of your EVSE. ORPC’s work and your work will likely proceed in parallel, with ongoing communication to ensure timely connection.

If you opted for an alternative bid for eligible work, ORPC will inspect and approve the constructed work before paying for transfers.

7. Energization (Service Connection)

New services will be connected within 5 business days for low voltage (<750 volts) or 10 business days for high voltage (>750 volts) from the day on which all applicable service conditions are satisfied, or at such later date as agreed to by the customer and the distributor. Service conditions vary by connection, including but not limited to:

  • Signed OTC and connection agreement
  • Full payment (if applicable)
  • Completion of system expansion
  • Equipment delivery
  • ESA Connection Authorization

8. True-Up

After the EVSE has been energized, ORPC will assess whether you are entitled to a credit or need to pay additional upfront amounts related to the connection, as set out in the Distribution System Code.
